    with Puppet modules I'd be worried about the overhead on contributors, but with gems I think that is less of a problem

    yes, I haven't checked alternatives but I think I like the idea behind it: don't rely on GH and labels, but rely on the repo itself

    the github-changelog-generator gem works okayisch for most of our modules, but it struggles for some projects, for example beaker. there are just most merged PRs missing and I don't understand why, and upstream looks a bit dead
