IIRC you'll have to use the Office Deployment Tool with the /download parameter. For example

.\setup.exe /download .\configuration-Office2019Enterprise.xml

Or use Evergreen from @Deyda or from my repo. You only have to configure a XML file, the Evergreen scripts take care of the updates.
