Gotcha, you're definitely doing it differently than I am. I do use a GPO to set the redirections.xml file, which is on a network share. I just attached an old .vhdx from 2.9.6964.52690, and I did find the redirections.xml file in AppData\Local\FSLogix. I have no idea why the hell I was checking just the root of the profile initially.
