What about group policy? Maybe that setting is buried in there.

or watch the system with process monitor and toggle it a few times and see what registry key it changes, then make a script to set at logon.

This might require a procmon to find that regkey, if not in gpo

Use Regrecent or Regshot, they are easier tools to find the setting.
