do a manual uprade and check if sqlcmd is enabled

i prefer manual uprades, especially on older versions

I had tried both the automatic site upgrade in studio and manual upgrade scripts in sqlcmd mode both failed with the same error. I managed to get hold of our DBA who had to remove some custom indexes which was causing a lock once he did that the script executed fine altho i had to restore the site DB and re run the script as it had partially updated the DB when it errored out the first time
