- Set solid color to theme file - HKCU Registry (default selection: from true to false)
- Disable default build-in wallpaper - User Policy (default selection: from true to false)
do you use the silent install option or do you use the UI Tool? when using silently... I advise to export default template. copy it to another location. make adjustments in the xml and then copy it back. have seen some weird things (with two templates).

Only the color under common options > background, which appears to have come right.
But I also have the checkbox that users can change background but that is not working.
Will have a look at your settings now
