For those of you with overzealous InfoSec teams, as of Edge 96, you can now enable/disable synchronization of specific items (passwords, favorites, etc.) via GPO: https://docs.microsoft.com/en-us/DeployEdge/microsoft-edge-policies#forcesynctypes. We had sync completely disabled because of password sync, but I was able to turn it back on thanks to this new policy.
