By the way, this is only happening after machine catalog updates. If I restart the target devices normally as part of non maintenance or automated restarts, they restart and register fine, adding to the mystery..

Cache Disk is configured? How are you restarting your Target Devices? Via Studio or via Windows?

Do you run optimizations on the image before pushing to catalogs? If yes, try and update a test catalog without sealing/optimizing the image and see it it behaves differently… also, anything suspicious found in the event logs around the time it gets stuck?

BIS-F wipes out cached Group Policies

Seal scripts are SEP related and Morphisec, will try doing an image update without any seal as I'm running out of things to try..
I let it sit for 10 hours and it was still stuck on "Please wait for the group policy client" doesn't make any sense, I rebooted the target device and it booted and registered normally..
