I haven't used the full solution in a long time. Have only used Environment Manager Policy a while back and it was pretty straight forward in the UI. Let me see if I can find my notes when I get back home. There's also #C02GCMV5HFX

EMMon is your friend in this case. You really need EM logs and look for what is causing your delays.
