In Hyper-V any idea what tends to happen on the first processor, is it all the networking for the host CPU 0 Node 0 ? Is there a way to view what processes are running on which logical processors?

Can you show the view via NUMA node? Change graph to NUMA nodes. I can see you have 2 physical processors, it's prob an unbalanced NUMA conf (CPU/RAM) and this NUMA node cannot really be used.

If the first print screen is showing the NUMA node and you only have 2 nodes. You may be able to change this number in the BIOS to have more nodes available and have a overall better CPU usage. How many RAM Dimm do you have? what size per DIMM?
