05/04/2025, 2:48 PMTesting out 2503 in my lab. Windows 11 was giving me issues from the previous image, so I deployed a new Windows 11 Insider build. Everything seems to be working great, except the WEM vuemuiagent doesn't seem to launch for any admins other than the one that installed it. I checked and it is set to run for administrator in the settings. I even put a shortcut in the run key, and it still doesn't seem to kick off. I can manually launch it in the session and all seems to be fine. On my Server 2025 image it seems to work fine.

05/04/2025, 3:01 PMNot sure. It's talking to the server, and when I enabled debug I can see it processing all the rules, such as GPO actions, and applocker policies. Going to do some debug comparison between the Win11 and 2025 to see what might be different.

05/04/2025, 3:22 PMI know it was running the last time I checked. But that was a while ago. Been working on rebuilding all my WEM settings for using it fully for GPO configuration and just found this in testing. I am going to keep beating on this, and will post what I find.

05/06/2025, 12:02 PMSo built a new Win11 24H2 GA image, same problem. It just doesn't seem to launch the vuemuiagent for all users, but it still is applying all the settings as I see all the GPOs and everything in place.

05/06/2025, 12:14 PMAlso something interesting. The WEM version included in the VDA only installs in Basic Deployment mode. Have tested this in a few different environments and it always fails, even if GPO is used to deploy the settings to the VDA before install.

05/06/2025, 5:01 PMSo putting the VUEMUIAgent.exe into the Run key, instead of the wow6432 run key seems to address the issue. I am going to put it down to some type of weird configuration set weirdness. I have seen this before, so this is the same fix as before.

05/15/2025, 10:50 AMSimilar issue on Server 2019 built with Applayering, created a new Platform Layer for 2503 with latest WEM 2504.1.0.1 VUEMUIAgent doesn't start shortcuts & scripts doesn't run, setting run key starts the agent but doesn't seem to trigger actions.

05/15/2025, 11:00 AMSomething that helped for some of my clients was turning off any type of cache mode. I have had several WEM agents not refresh from the server even though it had newer configuration.
