I'm working on a platform layer update after doing my OS layer updates. I know for sure that my local gpedit.msc policies had things liked edge and windows auto updates disabled, however in the platform layer version based off the new OS layer version all these policies are set to "not configured". I'm fighting with the "too many deletions" warning despite no changes but the VDA and WEM 2402. Anyone seen this? I would expect my local policies to match the OS layer.

Is your update a feature update? If so you need to create a new platform layer not a new version. That's really a new version of Windows. If you ever changed policies in the platform layer then that existing layer has a higher priority than the os layer so you would get what it had meaning the changes that were made there. If you create a new platform layer then you will get the one form the os layer.

no no feature update. I can try making a new platform layer as a test thanks.
I kicked out a brand new platform layer which had my settings. The interesting thing is that it still showed the following deletions which seems high. I confirmed no updates applied to the new layer etc. Is it possible this value isn;t being reset? If so should I just override and ignore?

I have no experience with that

In the OS layer we have the policy set for disabling automatic updates, should we go even further and disable the service "Windows update" itself?

No that should be enough. We also set that automatically
