We run CS & Applayering. We used to use PVS but are 100% MCS now. But never seen the issues as described. We have CS in an app layer though. What are the reasons for having in platform, and what cmd line args you using to install it?

I forget why our guys put it in the Platform layer, I think it had to do with Defender for some reason. Pretty sure they're using the VDI=1 switch, as this worked fine for years. Wasn't until recent upgrades of everything where it seems to have broken. We're trying to get the Citrix exclusions added to CS to see if that resolves the issue.

There is also NO_START=1 If not already using that, give it a try. Has to be the last thing installed though before finalizing - pretty sure you know that already.
