thanks for the information! From the description, it seems the GPOs have been applied and the registry keys are there as designed, right? So it means that the WEM has applied them correctly. The "*SyncForegroundPolicy = 1" lets* Citrix WEM Agent User Logon Service delay logons until the processing of user Group Policy settings completes.

And there is another setting for the agent cache. It will let agent read the local cache instead of from the infrastructure service to accelerate the action processing.
Use Cache to Accelerate Actions Processing. If enabled, the agent processes actions by retrieving relevant settings from the agent local cache instead of from the infrastructure services. Doing so speeds up the processing of actions. By default, this option is enabled. Disable this option if you want to revert to the previous behavior.

@Sharp Guo thanks for the Information here. The Use cache to accelerate action processing is set prior. Yes the reg keys are present that should be applied. We are talking about a simple ADMX of hiding the start menu in the case. It's just so odd, that I continue to see this across different environments with the same behavior. It's either something I'm doing wrong or something with then product and how it processes things.

So if the Use cache to accelerate action processing is set, we will use the cache to process the action in the agent. Then if the cache is not updated to the latest, maybe you need to wait for the cache to refresh. And if you want to make sure the GPO is applied during the logon process, please make sure to set SyncForegroundPolicy correctly. otherwise, the GPOs may be applied after the logon process.
