Have yet to use it, but my understanding is that it doesn't power on a new server until the first is at maximum load (I believe it uses the load index). I'd think you'd want to set a hard number of sessions so that it doesn't use CPU usage to reach the max load index on the server which would obviously be excessive.

We use it together with maximum number of sessions. Works very well!
