You can use app layeirng for published apps this has never been an issue. Just nake sure you enabled compaitibility mode so the layer is mounted before th euser logs on and you should chaneg the user the layer ataches as to system as described here . This is interesting. I learned something new about what compatibility mode does. Also, its frustrating that it says the following in the same article "You cannot use elastic layers as published virtual apps in Citrix Virtual Apps and Desktops. And, you cannot assign a Citrix Virtual App as an elastic layer.". Anyway thanks for the tip. I'll give it a go!

Does it make sense that the AsSelfAppAttach reg dword would need to be baked into the image vs. set with a group policy preference? Im thinking maybe its a timing thing where the app layering service starts before the value exists and thats why its still not working.

Yes that makes sense just add it to another layer or use a gpp

@Rob Zylowski Im having issues. So Ive added the reg dword via GPP and Ive assigned the web browsers layer to domain computers and Ive rebooted the VDA Im testing from. When I go to launch Chrome, it seems like its trying but just goes away without showing me the same error as before. Then if I try launching the desktop first and logout and then try the Chrome published app again, it launches. I think this means the system is having trouble mounting the web browsers elastic layer, but Im not sure. I see that authenticated users has read and execute permissions, so that shouldn't be a problem. Is there a log somewhere I can look at to get an idea of what is happening?

Yes c:\programdata\unidesk\log\unisvlog or something like that
