Its just setting registry settings correct? You chould be able to do that in any layer as long as its inlcuded in the image. Probably easier to put in the platform layer because you will have the citirx key there but shoudl be able to go elseware as well.

Was curious from the position of multiple apps needing the exclusion. If I set it in layer A and then layer B has another exe listed does the system merge both? Or is it just highest priority wins?

Highest wins because its one key. So you could use a script to create it on boot from say files jn the layers or use one layer to set them all
