Yes; It has a everyone permission both NTFS (Full Control) and share wise

Login as a test account and try to manual do what it's doing. To see if you get anything similar to the error message. Basically copy down the xml file to see.

Do not specify the redirections.xml file name in the path. It assumes that name, just give it the share

Are you sure that you only entered the path without the file name redirection.xml? Also check share permissions, not only NTFS permissions.
