You could probably build something similar with a conditional text field that shows up if someone has already submitted a request, that displays a computed field with your message

I do this currently - I have a hidden checkbox field that is marked as TRUE upon submit of a form / or based on the status of the request. I have a “Call Out” that is conditionally displayed based on this check box. Once the request has been updated internally, the Call Out is hidden and a new Call Out is displayed with actionable items regarding the request.

but doesn't this solution keep the element displayed? for example, if i open record, submit it for review (call out appears), then go elsewhere in the app, and then get back to the record, the callout woulds still be there, right?

You are correct it would still be displayed as I currently have “Request In Review” which stays until the request comes back. • You could make a formula based on last modified and only display the field dependent upon a certain duration beyond the receipt of the form. • Or trigger an email confirmation upon receipt on the modified record/field in airtable or using zapier.
Or a third option would be to embed a third party form that has a confirmation receipt page to accept the data and send to Stacker / Airtable / Google sheets with Zapier
Here is a look at how I use option 3
