Resumed is the state you end up when you resume a cancelled order. I've honestly never seen a store that ever actually resumed orders.
Hard to know what you should do here to get it back to complete, without more information.

Resuming cancelled order wouldn't even work on most stores, since I'd expect cancelling the order to have voided all the payments and stuff on it.

Yeah, though I think canceling voids the payments and stuff. Would have to check.
