what do you mean exactly that you can't receive sms to the dashboard, but sending is working? where are you sending from if the dashboard isn't working?

Sending SMS from twilio number to another phone number works fine with postman (<webhook url>/api/twilio/send). When i send SMS from another phone number to twilio number , i can’t receive it on dashboard.
