how can i force a PR stack to be added to the merge queue where i know why CI is failing, but i cannot make everything green without the whole stack landing at once?

+1, sometimes I'd like to intentionally break CI (to demonstrate a bug etc) and then fix it in the follow up PR

hey Shaheen, at this time there is not a way to force the stack to enqueue if there is outstanding required CI checks. You would need to land the change that fixes CI first so the stack can be rebased on it

in my case, both PRs should land together. i prefer to keep them as separate PRs, but i guess the point is to fold them into a single PR and claim that they fix CI together
