I didn't really understand, why wouldn't you be liable if you damage someone in the act of Simchah? Why aren't you responsible for your actions?

As to the second part, if someone thinks they're going to be irresponsible and damage someone while drinking then, yes, I would think they should be worried and maybe drink less or be willing to pay any damages you may cause. What I'm trying to understand is exactly that - why does the mitzvah of simchah override regular laws related to damaging someone else. I've just never heard of it by any other mitzvah.
