Is Palmyra running on ergo directly? Or do they have a side chain or L2?

Standard payments for contractors is 1/3 at signing, 1/3 once work begins and 1/3 when work is completed. In a smart contract, you'd probably need all the collateral up front, and then some mechanism to request payment for each of the three events, and probably some arbitration mechanism.
