the blockchain has two states essentially....the working state (where the active things are in memory (RAM), and the historic state, part of the 27.1GB in my screenshot....it's expensive to have everything in the current active RAM state...

so this discourages it

keeps the active state small

cleans up dust in wallets

and gets some funds to miners
