cfhttpparam doesn't offer a way to turn off encoding for form fields.
https://luceeserver.atlassian.net/browse/LDEV-2250
We have confirmed the lucee is in fact encoding our ! in one of our fields being passed to Paypal and thus breaking the integration. The ACF version was functional.

Encode attribute on the httpparam does not seam to resolve the issue nor the chartype on the request. Any suggestions?

The fastest way to resolve this issue is to either just use native Java to do you call or look at a CFML library like BoltHTTP: https://github.com/foundeo/bolthttp These should give you more control over your HTTP operations. I've been using BoltHTTP in most of our HTTP calls.

Closing the loop 👉 refactoring the existing cf code resolved the issue
• refactoring the HTTP request to remove the use of the deprecated 'new http()' constructor
• refactoring the HTTP request to pass the name-value pairs as a string in the body of the POST rather than as separate formfields
• encoding the value of the PWD field
• adding the 'multipart' parameter to the cfhttp call, tried both 'true' and 'false'
• adding the 'encoded' parameter to the cfhttpparam for the PWD field (this should only affect fields of type 'cgi' and 'url'), tried both true and false
