I don't have the rules in front of me, but I believe the term Friendly characters would extend to civilians. You might double check that term "Friendly Character" to verify, but I believe it does cover non-player characters.

Also encounter 4, if one enemy in a mob attack has a redraw ability, does that apply to all cards in the attack, or do you separately draw cards for each unit before adding together?

Yeah, the issue is that I’m not sure a civilian can “Move 2” (which is what the ability grants).

For mob rules, you add all of the might together and make a single attack

So a special ability of one boss in the mob would affect all might cards?

But for ur specific question,  yes when the relevant miniature is part of a mob attack, you have to draw its separately to use its redraw ability and add the dmg normally to the mob attack.
