Actually, I let one thin client sit for a while and the apps did eventually show up. It just took > 10 min.

You can shorten the refresh time if needed. I had to do this a couple times to improve app placement

@Ray Davis good idea. Unfortunately it didn't work. I have a feeling the SSO is not finishing on auto start. Task manager shows that it is running but it feels as if it's halting. SSO logs show no errors
@Ray Davis actually refresh time did fix my problem. Thank you for your help. I messed up the key type the first try. Tried again with a string and it worked to enumerate the apps.

I was almost positive it would work. I noticed on new workspace versions I have to do this now. Not something I dig into why yet. Glad it helped.

It seems SSO enables pre-launch by default. I think this plus running on non persistent clients is my problem. The selfserviceplugin.exe kicks off selfservice.exe -prelaunch. But I think this only works as designed on starting on the 2nd successful login. I modified the registry to initialrefreshmaxms=1 and initialrefreshminms=1 and the prelaunchenabled = false and pre-launch state=0 to get the behavior I want. In this configuration the selfserviceplugin.exe kicks off selfservice.exe -periodicpoll
