At the VMWare level there is only the WC disk

ok, next try out autoruns from MS system internals: https://learn.microsoft.com/en-us/sysinternals/downloads/autoruns It provides a good / fast way of identifying start-up items. in this case, you've got a subst command running that i'm assuming you don't want, so, that's gotta be coming from a logon script/GPP/app/KIX script/etc

Not sure if this helps, but we found that some of the Machine Sizes in Azure will automatically provision a "D" drive -- 16Gb, I think -- for Temporary Storage... To get rid of it, you have to choose a different Machine size. Sorry if that's totally obvious, just thought I'd mention it.
