I cant find any mention internally of a systematic problem causing start menu lockup's in 2211

Tested with a blank user, still get the same issue. So its not an 'existing user' problem. It just seems fundamentally broken. This is an OS / platform layer update from 1809LTSC not a brand new 21H2 setup.

When you did the update did you use the cleanup utility yourself or just let app layering do the cleanup? Is the 21H2 also LTSC?

Oh. Applayer did that.
Our non-userlayer images are fine. To be fully honest this is the second attempt at updating the user-layer image. First attempt was when we moved to 21H2 about 6-8 months ago, with older ELM. I got the same exact "start menu isn't working" message and found zero info online about it. So reverted back and left it for another time...

You will need to open a ticket on that I think to get a result.

Imported a clean install of 21H2 to a completely new OS and platform layer. Nothing else in the machine. Present it to user - creates a new userlayer folder and VHD (which i expected ) and STILL the start menu does not open...
i just.. no words..
