using FSLogix for the OST File would be an option?

Citrix roaming search enabled? It forces the location of the OST.

We are using FSLogix for the user profiles and OST files on newer systems.
This is a fairly old deployment that's actively being replaced. Just keeping it ticking over in the interim.

We've done some testing and it looks like the issue only occurs in CVAD 2203 Cu2. Reverting the session hosts in question to Cu1 resolves the issue.

As the session hosts won't be around all that much longer and the new ones won't be using CUPM I'm not inclined to dig into it any further.

I just completed upgrading my environment to 2203 CU2 and I am seeing the same where the OST files are being moved to C;\Users and not honoring GPO. In the office early to manage expectations...

You can request a hotfix from Citrix, but be prepared to provide logs and proof you have the issue.
