PBR only works for client initiated traffic, so that’s your issue

It wasn't as bad as I expected it to be. Exported the commands from both sides.
Did a remove the site needing IP address changed, which removed all of the associated Service Groups for that one side.
Used the exported commands to re-add the service groups and re-bind them to the Service.

Luckily it was only a few to be done, but all in all pretty simple.
