I run a couple of Cisco ISE at some different customers and we haven't had any issues the regex, but i've never looked for Attribute type 4, we always use 31 and somethings append it with 8, so a regex like CLIENT.UDP.RADIUS.ATTR_TYPE(31)+CLIENT.UDP.RADIUS.ATTR_TYPE(8)
Which firmware version af you using?

12/16/2020, 10:03 PMLooks like a bug. I created persistence rule on the VIP locally and checked config. It executed the expression as "\"CLIENT.UDP.RADIUS.ATTR_TYPE(31)+CLIENT.UDP.RADIUS.ATTR_TYPE(4)\"". When I created the same under Persistence Groups section, it executed as "CLIENT.UDP.RADIUS.ATTR_TYPE(31)+CLIENT.UDP.RADIUS.ATTR_TYPE(4)".
I ran the following command to resolve the issue
set lb group RADIUS-Calling-Station-ID -persistenceType RULE -timeout 120 -rule "\"CLIENT.UDP.RADIUS.ATTR_TYPE(31)+CLIENT.UDP.RADIUS.ATTR_TYPE(4)\"".
Now Primary and Secondary nodes are in Sync.
