Isn’t this a known issue with all profile management solutions outside of App Layering User Layers? I thought a read a while back that some of the data required to make this work is stored in C:\ProgramData.

hmm actually not sure. maybe there is a command to preload uwp apps as a workaround? When I click Onenote there is a small loading bar, after that taskbar icon is displayed.
