As valid as it ever was. Its a starting point but it all depends on your apps.

I’d take that rule with a grain of salt. Overtime we see CPUs becoming more efficient (also due to hardware improvements following that like RAM bus speeds) and we’re seeing a higher CPU/User ratio compared to before.
