You can change the VDA registration port as per <https://support.citrix.com/article/CTX331367/how-to-update-vda-registration-port-on-ddc>
But the VDA registration protocol itself doesn't use TLS, read this: <https://docs.citrix.com/en-us/citrix-virtual-apps-desktops/secure/tls.html#communication-between-controller-and-vda>
"Windows Communication Framework (WCF) message-level protection secures communication between the Controller and the VDA. Extra transport-level protection using TLS is not required."

VDA registration is a broker-wide setting, so not something you could change per delivery group.
