Very hard to compare apples to apples. On-prem you have the HW. You can dedicate that to your users. In Azure unless you get a dedicated host AND a beefed up VM, performance will be unknown at any given time. So you will pay big bucks in the cloud. Now what about support? They support you to an extent. Like infrastructure support. You are still on the hook for supporting everything else. I will be presenting a detailed comparison at E2EVC Lisbon next month. Another thing I noticed their calculator does not allow me to select less than 100 users. Is there a minimum? I am not sure. WVD may be a good option for very small deployments. I mean like 10-15 users. If you are in the 50+ users it makes no sense financially IMHO.
