i used this in the past but don't know if this is what you're looking for https://hwiegman.home.xs4all.nl/desktopini.html

Yeah I've been looking at that - I'm just wondering if there is any documented way of working out how [LocalizedFileNames] works and how to create a custom "alias" for it to apply to a shortcut - I've got a shortcut called "1.lnk" and I want the desktop.ini to force Explorer to display it with a different name. You can use shell32.dll with a switch to force it to call it system names (like "Control Panel"), but I'm just wondering if there is a way this could be customized?

Used it for Folder names/icons/information but never saw that you could use it for Files or .LNK files. MS themselves always only point to the internal localized names using shell32 as you already stated.
