Never had issues but we're talking about way older ELM. Don't remember exactly the version... Can you try with the redownloaded installer?

After a bit of digging it appears to be a bug in ELM 19.3 which was addressed in 19.5 as per the below. Fixed a hang condition happening while installing Oracle Database Client software on a packaging machine. (UNI-71726).
