I wouldn't worry about it - some customers won't use UDP for security / data integrity reasons so TCP imo would never be removed, it's probably just they've fixed or added something and want folks to upgrade where possible e.g. so they can install the current teams optimisation pack or get better BCR.... or there's some hideous bug and they'd rather push the fix out than take yet more support calls - maybe @Martin Zugec knows something...

It will be enabled by default on the Gateway Service. You need to make sure your Linux Clients are running CWA 2104 / Android 21.5 or disable EDT or make sure you have all the prerequisites met for EDT.

Should be fine disabling EDT (HDX Adaptive Transport) to be safe.
