I use this one to show borders on the active Explorer window in windows 10. The border isn't shown there by default, which means that on a white background, you have no clue where the border is.
Reg.exe Add "HKCU\Control Panel\Desktop" /v "UserPreferencesMask" /t REG_BINARY /d 9E1E078012000000 /f
Simply set it once and let it roam by capturing it using the product of your choice.

I don't know if this will work for 2019, but I wrote a doc for myself on how to configure visual effects for W10 after wanting to deal with the same issue.
The settings take effect after the second logon.

OK, thank you guys, looks like borders/shadows is a better solution than dealing with color scheme, as accent is also applied to start menu tiles. also all these color settings are ignored by some apps e.g Teams/Office
