@James Rankin: I have no idea if this is related to your issue, but it might be worth checking out.
I have to test this, but if I include that entry in my next image, I believe I have to remove the existing entries in HKCU for Active Setup in everyone's profile.

If it works, I will literally send you money. The client is twisting my melon, man
n
For existing users, if you go into their HKCU\Software\Microsoft\Active Setup\Installed Components key in the registry, you may have to delete those subkeys before it works. I'm still building my image, so I can't correctly test that yet. It seemed to work that way with the local profile I was using in my layer while I was troubleshooting.
j
Dammit - still there (two of them, by the looks of it, 4340 and 4383 at the end)
Oh you said delete them
Two secs
n
Yeah, I had to delete the entries in HKCU, but leave the ones in HKLM enabled.
I should say, I deleted everything in that key in HKCU, and in HKLM let 4340's StubPath entry so that it ran.
j
No difference 😞 Worth a shout though, cheers!
n
Ah damn, good luck with it.

No doubt I will update with either good news or rants as applicable
