Sounds to me like your command line is too long. I'm looking for my script that I wrote to determine apps with paths too long, but having trouble finding it at the moment. it could be lost due to fail HD in the past. But there is a limit to the command line, and you may need to wrap in a .cmd file in order to include all of the options you need.

I am going to look into policies next, but that is a future fix. We have a handful of Chrome based icons that are being published with this timezone argument. Some launch with no issues, some won't launch unless there is already an established chrome session already open. Some have a working directory installed, some don't, Some have it published with Application Group and the others are Delivery Group. It is all over the place. I think they ones with App groups might launch fine, but I have to set up a test one. This is an odd issue.
