Add-ins can be configured for either machine or user, in case it's configured for the user, it's a registry setting in user context, so that would also be saved

03/09/2022, 7:53 AMThat's the toolbar customization, and unless you configure Office to save that in AppData/Roaming toolbar cusomizations will not be roamed.
This policy will put it in AppData/Roaming:
