Conversely, I never saw this issue on my own ESXi 7.0 box. This is a first for me.
lol, this is just weird now. If I add a USB Controller via Remote Console, then remove it, mouse functionality is restored.

Well, I still need to find a resolution. I shouldn't have to do this each time.
Hmm, I should try upgrading VMware Tools. I have no idea why the hell 11.3 is being installed by default.

Surprisingly, that was not it. Still an issue.

i thought you always needed a usb controller for that to work.

It has a USB xHCI Controller already. I just added a standard USB Controller after restoring the snapshot. I'm not sure that it's needed, but maybe it reinitializes the mouse or something, and that's what's fixing it.
I did try adding the controller, taking a new snapshot and restoring, but no dice.

@Nick Panaccio you aren't alone. I see it too. Although, I stopped troubleshooting it real quick and just give my guests an extra reboot after reverting.

Damnit, I don't want to have to do that constantly.
I'm not a VMware guy, but I've tried everything that I can think of at this point. Multiple VMware tools builds, multiple Remote Console tools builds, etc.
