From the certification FAQs (https://training.citrix.com/learning/contactfaqs) The person holding the certificates can publish them to a 3rd party for them to see, but it doesnt say anything about 3rd parties being able to openly query to verify the certs. When I look at my publish screen in the citrix certification manager it lets me specify an email address and then an option to send a full certification report listing all the earned certs.
