my understanding of this is Citrix has an excess of Azure credits to the volume that they buy. Citrix then takes these credits and resells them to customers at a discount

Yes but you have to commit to a number of tokens. You have a good discount but you lose the Cloud elasticity. Good when you know your workload! you can also run various stuff with those tokens.
