Ok, they fixed the documentation issues for claiming a NetScaler URL. But found another issue, when you attempt to claim the URL it won't work if the default WAF settings are in place. If you uncheck portal on the AAA default WAF, then the claim works. Once you claim it, then turn it back on. Have a case open with Citrix to get the documentation updated.
