If this is the setting you are asking about, when spike protection is enabled. By my reading, if you enable it, it only requires X number of CPU cores to trigger spike protection, which makes it more aggressive as to when it triggers. This would probably have a negative impact.
Another thing I wonder is whether there are too many cores for Spike Protection to work properly with (picture 2). If I try to set the number to less than 1, it rounds, so you might be running into a case where 1% of the total CPU usage is kicking off spike protection.
