What I also notice: When running the same msi inside a task sequence it quite often without an issue.
As the msi works when clicking next next finish all requirements should match.
Downloading and importing the certs now, will report about the result.

However (and thats what I notice in completely differnet environments) installing the msi inside a mdt task sequence straight after a reboot works everytime.
